Narrative:
Prior to flap retraction 1-0 degrees, we received an RA, maintain vertical speed. I monitored our TCASII information. Within 3 seconds, we received a terrain warning followed by another RA with regard vertical speed in conjunction with the tower controller advising to climb as quick as possible. Out of 10000 ft, we re-contacted the tower for an explanation. A foreign carrier flight departing parallel runway turned the wrong way after takeoff causing the conflict. Separation decreased to 400 ft below us. This problem may be averted in the future by discontinuing simultaneous parallel departures. Supplemental information from acn 610160: a foreign air carrier was instructed to turn left after departure and turned right creating the traffic conflict with us. Other air carrier was observed on TCASII 400 ft directly below us and that was confirmed with ATC.

Narrative: PRIOR TO FLAP RETRACTION 1-0 DEGS, WE RECEIVED AN RA, MAINTAIN VERT SPD. I MONITORED OUR TCASII INFO.
