Narrative:
We were on the korry 2 arrival approximately over skipy descending to FL220 after we were given a late descent. Approximately at FL240, we received an RA to climb. We both thought that we saw the other aircraft 300-400 ft below us on our navigation display. We never saw the traffic visually. The controller seemed very overworked. He was giving everyone late dscnts onto the korry 2. Aircraft kept asking for lower. We couldn't get a word in to let him know that we had an RA until he handed us off (wrong frequency). We're not sure how we came into conflict with the other aircraft.

Title: B717, FO PNF, RPTED THAT ZDC WAS TOO BUSY, KEPT HIS FLT TOO HIGH AND, DURING THE LATE DSCNT, AN RA RESULTED.
Narrative: WE WERE ON THE KORRY 2 ARR APPROX OVER SKIPY DSNDING TO FL220 AFTER WE WERE GIVEN A LATE DSCNT. APPROX AT FL240, WE RECEIVED AN RA TO CLB. WE BOTH THOUGHT THAT WE SAW THE OTHER ACFT 300-400 FT BELOW US ON OUR NAV DISPLAY. WE NEVER SAW THE TFC VISUALLY. THE CTLR SEEMED VERY OVERWORKED. HE WAS GIVING EVERYONE LATE DSCNTS ONTO THE KORRY 2. ACFT KEPT ASKING FOR LOWER. WE COULDN'T GET A WORD IN TO LET HIM KNOW THAT WE HAD AN RA UNTIL HE HANDED US OFF (WRONG FREQ). WE'RE NOT SURE HOW WE CAME INTO CONFLICT WITH THE OTHER ACFT.
