Narrative:
Aircraft X departed cwa cleared to 040. On initial contact I cleared the aircraft to FL190. The aircraft did not turn transponder on and was never idented. Relieving controller asked where aircraft was and aircraft X was told to turn transponder on. Aircraft was idented in zcg airspace north of jvl. No conflict had occurred with known aircraft.

Narrative: ACFT X DEPARTED CWA CLRED TO 040. ON INITIAL CONTACT I CLRED THE ACFT TO FL190. THE ACFT DID NOT TURN XPONDER ON AND WAS NEVER IDENTED. RELIEVING CTLR ASKED WHERE ACFT WAS AND ACFT X WAS TOLD TO TURN XPONDER ON. ACFT WAS IDENTED IN ZCG AIRSPACE N OF JVL. NO CONFLICT HAD OCCURRED WITH KNOWN ACFT.
