Narrative:

Flight from ewr to ZZZ. Flight was late -- long duty time 11 plus hours on duty, mar/thur/04. Air carrier asked us to do 'FAA alternate brake check' prior to descent. We have no formal training in flight test or this procedure. We accomplished this, pressure checked good. Form placed in logbook with indications noted. Descent and approach were normal. Accomplished landing checklist. First officer was PF. We planned manual braking. Brake check was normal. Nice landing followed by immediate uncommanded braking. First officer confirmed he was not applying brakes. I took the jet at slow speed. Tower advised 'air carrier X we are rolling the rescue equipment.' we asked what they saw. Tower advised 'we see smoke and fire.' accomplished evacuate/evacuation checklist. First officer opened the right door, but he had to push it due to the fact it only opened half way. He also had to adjust the slide out the door. The slide deployed fully -- stayed in position, first officer went first with the hazardous paperwork. I immediately followed. We then walked to the right forward of the nose and gave the hazardous materials information to the fire crew. The flight crew never saw fire or saw smoke or smelled smoke in or out of the aircraft. We confirmed no fire before exiting the jet. All 8 main tires were flat and the area around the tires was wet. I was never briefed by the fire crew what they encountered or did. The sudden deceleration felt like rolling over rough landing surface. It was not a terrible jolting ride, considering the brakes were somehow locked at touchdown. No passenger, no jumpseaters, no injuries. Supplemental information from acn 610920: the 'alternate brake test' we did during the flight is required by the FAA every 500 hours, and suspect that system and/or test may have caused the brakes to lock up and anti-skid to not work.

TWR ADVISED 'ACR X WE ARE ROLLING THE RESCUE EQUIP.' WE ASKED WHAT THEY SAW. TWR ADVISED 'WE SEE SMOKE AND FIRE.' ACCOMPLISHED EVAC CHKLIST. FO OPENED THE R DOOR, BUT HE HAD TO PUSH IT DUE TO THE FACT IT ONLY OPENED HALF WAY. HE ALSO HAD TO ADJUST THE SLIDE OUT THE DOOR. THE SLIDE DEPLOYED FULLY -- STAYED IN POS, FO WENT FIRST WITH THE HAZARDOUS PAPERWORK. I IMMEDIATELY FOLLOWED. WE THEN WALKED TO THE R FORWARD OF THE NOSE AND GAVE THE HAZARDOUS MATERIALS INFO TO THE FIRE CREW. THE FLT CREW NEVER SAW FIRE OR SAW SMOKE OR SMELLED SMOKE IN OR OUT OF THE ACFT. WE CONFIRMED NO FIRE BEFORE EXITING THE JET. ALL 8 MAIN TIRES WERE FLAT AND THE AREA AROUND THE TIRES WAS WET. I WAS NEVER BRIEFED BY THE FIRE CREW WHAT THEY ENCOUNTERED OR DID. THE SUDDEN DECELERATION FELT LIKE ROLLING OVER ROUGH LNDG SURFACE. IT WAS NOT A TERRIBLE JOLTING RIDE, CONSIDERING THE BRAKES WERE SOMEHOW LOCKED AT TOUCHDOWN. NO PAX, NO JUMPSEATERS, NO INJURIES. SUPPLEMENTAL INFO FROM ACN 610920: THE 'ALTERNATE BRAKE TEST' WE DID DURING THE FLT IS REQUIRED BY THE FAA EVERY 500 HRS, AND SUSPECT THAT SYS AND/OR TEST MAY HAVE CAUSED THE BRAKES TO LOCK UP AND ANTI-SKID TO NOT WORK.
