Narrative:

Was returning to prc from the practice area north of prescott. The first call was from within class D airspace. Aircraft was 4 NM from airport. I told aircraft X to remain outside class D and stand by. Aircraft entered a VFR hold 3-4 NM north of the airport. Since the aircraft was so close to the pattern and departure aircraft I had to instruct several other aircraft about aircraft X. After about 5 mins I cleared a space in the pattern for aircraft X. It was a non standard runway (03R/left) but with an instructor and pilot aboard 3 mi is too close to the airport.

AFTER ABOUT 5 MINS I CLRED A SPACE IN THE PATTERN FOR ACFT X. IT WAS A NON STANDARD RWY (03R/L) BUT WITH AN INSTRUCTOR AND PLT ABOARD 3 MI IS TOO CLOSE TO THE ARPT.
