Narrative:
While taxiing from gate at phl to runway 27R we were initially instructed by ground to 'taxi to runway 27R via taxiway H, hold short of runway 35 on taxiway H.' we were subsequently instructed by ground to 'cross runway 35, taxi to runway 27R.' while approaching runway 35 on taxiway H we observed a twin engine navajo taxi onto runway 35 at taxiway south or taxiway K. The navajo appeared to be in taxi mode but then it became apparent the navajo was taking off on runway 35. We made a stop on taxiway H prior to entering runway 35, but past the hold short line. We queried ground and were reclred to continue our taxi to runway 27R. Ground subsequently said it was not our fault.

Title: B717 FLT CREW ISSUED RWY XING CLRNC WITH PA31 ON DEP ROLL AT PHL.
Narrative: WHILE TAXIING FROM GATE AT PHL TO RWY 27R WE WERE INITIALLY INSTRUCTED BY GND TO 'TAXI TO RWY 27R VIA TXWY H, HOLD SHORT OF RWY 35 ON TXWY H.' WE WERE SUBSEQUENTLY INSTRUCTED BY GND TO 'CROSS RWY 35, TAXI TO RWY 27R.' WHILE APCHING RWY 35 ON TXWY H WE OBSERVED A TWIN ENG NAVAJO TAXI ONTO RWY 35 AT TXWY S OR TXWY K. THE NAVAJO APPEARED TO BE IN TAXI MODE BUT THEN IT BECAME APPARENT THE NAVAJO WAS TAKING OFF ON RWY 35. WE MADE A STOP ON TXWY H PRIOR TO ENTERING RWY 35, BUT PAST THE HOLD SHORT LINE. WE QUERIED GND AND WERE RECLRED TO CONTINUE OUR TAXI TO RWY 27R. GND SUBSEQUENTLY SAID IT WAS NOT OUR FAULT.
