Narrative:
On mar/sat/04, I was alone in my airplane leaving skagit county regional airport (bvs). I taxied out to the warm up area located next to the east end of runway 28/10 intending to take off to the west on runway 28. The wind was light and variable. I checked the magnetos and went over the takeoff checklist. I was listening to other traffic on 123.05, the CTAF frequency. I could see and hear other aircraft in the traffic pattern reporting their position. Runway 28 was in use. When I finished my engine run-up I taxied out to the hold short line and stopped. I was facing south. I could see an airplane in the pattern flying a left downwind leg. He announced that he was turning 'left base, runway 28.' because he was flying a comfortably wide pattern it appeared that I had plenty of time to taxi onto runway 28 and take off. I taxied out, pointed the airplane down the runway and locked the tailwheel. As I did so I could hear the pilot, who had called to report that he was 'turning base,' call again to say that he was 'turning final' for runway 28. I cannot tell you what his call sign was but it was not 'cessna amphibian...' that is important because of what happened next. I applied takeoff power and was picking up speed when suddenly I heard a call from an airplane identing himself as cessna amphibian on 'short final.' that scared the heck out of me so I firewalled the throttle in the hope that I'd be out of the way by the time the airplane on 'short final' touched down. I next heard a shouted message saying 'red biplane you're taking off right where I'm landing.' at that point there was nothing to do but continue the takeoff in the hope the cessna amphibian would touch down on the numbers and be far enough behind me so there'd be no collision. Next I heard the cessna amphibian pilot yell 'don't pull up' 'don't pull up' twice. I was airborne by then and I kept the nose down. Suddenly the blue and white cessna on amphibious floats went by on my right side and somewhat above me. I assumed he was taking a wave off to the right when he suddenly swerved to the left, right in front of me and landed on the west half of runway 28. I kept flying to the west and then flew home. All I could think of all the way home was that it was like an episode of highway rage where an angry driver passes a car ahead whose driver has done something that irritated him and then pulls right in front of him and slows down. This incident could truly be called an episode of 'airport rage.' there was no reason why the cessna pilot couldn't have stayed airborne and taken a proper wave off and circled to make another approach and landing. I do not know who he was and I never heard him make any calls in the traffic pattern until the first one described above where he said he was 'on short final.' he either came in low and straight in from the east or he made a r-hand downwind leg and turned right base to final without making any previous radio calls before the first one I described. I have drawn a diagram showing the events above described on the back of this page. My opinion is that this episode could have been avoided if I'd made a more thorough effort to see other traffic before I took off. It could also have been avoided if the cessna pilot had complied with normal procedures for entering the traffic pattern and for reporting where he was and what his intentions were on the CTAF frequency for skagit regional airport. The airport has no tower and is uncontrolled.

Title: VFR ACFT DEP FROM BVS EXPERIENCES CLOSE CALL WITH LNDG TFC.
Narrative: ON MAR/SAT/04, I WAS ALONE IN MY AIRPLANE LEAVING SKAGIT COUNTY REGIONAL ARPT (BVS). I TAXIED OUT TO THE WARM UP AREA LOCATED NEXT TO THE E END OF RWY 28/10 INTENDING TO TAKE OFF TO THE W ON RWY 28. THE WIND WAS LIGHT AND VARIABLE. I CHKED THE MAGNETOS AND WENT OVER THE TKOF CHKLIST. I WAS LISTENING TO OTHER TFC ON 123.05, THE CTAF FREQ. I COULD SEE AND HEAR OTHER ACFT IN THE TFC PATTERN RPTING THEIR POS. RWY 28 WAS IN USE. WHEN I FINISHED MY ENG RUN-UP I TAXIED OUT TO THE HOLD SHORT LINE AND STOPPED. I WAS FACING S. I COULD SEE AN AIRPLANE IN THE PATTERN FLYING A L DOWNWIND LEG. HE ANNOUNCED THAT HE WAS TURNING 'L BASE, RWY 28.' BECAUSE HE WAS FLYING A COMFORTABLY WIDE PATTERN IT APPEARED THAT I HAD PLENTY OF TIME TO TAXI ONTO RWY 28 AND TAKE OFF. I TAXIED OUT, POINTED THE AIRPLANE DOWN THE RWY AND LOCKED THE TAILWHEEL. AS I DID SO I COULD HEAR THE PLT, WHO HAD CALLED TO RPT THAT HE WAS 'TURNING BASE,' CALL AGAIN TO SAY THAT HE WAS 'TURNING FINAL' FOR RWY 28. I CANNOT TELL YOU WHAT HIS CALL SIGN WAS BUT IT WAS NOT 'CESSNA AMPHIBIAN...' THAT IS IMPORTANT BECAUSE OF WHAT HAPPENED NEXT. I APPLIED TKOF PWR AND WAS PICKING UP SPD WHEN SUDDENLY I HEARD A CALL FROM AN AIRPLANE IDENTING HIMSELF AS CESSNA AMPHIBIAN ON 'SHORT FINAL.' THAT SCARED THE HECK OUT OF ME SO I FIREWALLED THE THROTTLE IN THE HOPE THAT I'D BE OUT OF THE WAY BY THE TIME THE AIRPLANE ON 'SHORT FINAL' TOUCHED DOWN. I NEXT HEARD A SHOUTED MESSAGE SAYING 'RED BIPLANE YOU'RE TAKING OFF RIGHT WHERE I'M LNDG.' AT THAT POINT THERE WAS NOTHING TO DO BUT CONTINUE THE TKOF IN THE HOPE THE CESSNA AMPHIBIAN WOULD TOUCH DOWN ON THE NUMBERS AND BE FAR ENOUGH BEHIND ME SO THERE'D BE NO COLLISION. NEXT I HEARD THE CESSNA AMPHIBIAN PLT YELL 'DON'T PULL UP' 'DON'T PULL UP' TWICE. I WAS AIRBORNE BY THEN AND I KEPT THE NOSE DOWN. HE EITHER CAME IN LOW AND STRAIGHT IN FROM THE E OR HE MADE A R-HAND DOWNWIND LEG AND TURNED R BASE TO FINAL WITHOUT MAKING ANY PREVIOUS RADIO CALLS BEFORE THE FIRST ONE I DESCRIBED. I HAVE DRAWN A DIAGRAM SHOWING THE EVENTS ABOVE DESCRIBED ON THE BACK OF THIS PAGE. MY OPINION IS THAT THIS EPISODE COULD HAVE BEEN AVOIDED IF I'D MADE A MORE THOROUGH EFFORT TO SEE OTHER TFC BEFORE I TOOK OFF. IT COULD ALSO HAVE BEEN AVOIDED IF THE CESSNA PLT HAD COMPLIED WITH NORMAL PROCS FOR ENTERING THE TFC PATTERN AND FOR RPTING WHERE HE WAS AND WHAT HIS INTENTIONS WERE ON THE CTAF FREQ FOR SKAGIT REGIONAL ARPT. THE ARPT HAS NO TWR AND IS UNCTLED.
