A contributing factor: new radar equipment which lacks clarity and have multiple glare problems. Problem arose due to complexity but moreover the factor listed above. A319 at FL370 was descended through K35R at FL350.

Narrative: A CONTRIBUTING FACTOR: NEW RADAR EQUIP WHICH LACKS CLARITY AND HAVE MULTIPLE GLARE PROBS. PROB AROSE DUE TO COMPLEXITY BUT MOREOVER THE FACTOR LISTED ABOVE. A319 AT FL370 WAS DSNDED THROUGH K35R AT FL350.
