Narrative:
On jan/xa/04, I was assigned aircraft XXX. The flight was one of 3 flts that I flew nxxx. I also flew this aircraft on jan/xb/04 for flight XXXX, ZZZ-ZZZ and XXXX ZZZ-ZZZ on jan/xb/04. When I received this aircraft, the plane had a discrepancy. It was for an APU access panel that had been removed from the plane. Prior to accepting the aircraft, dispatch requested for me to contact them to get a briefing on the plane's write-up for the 3 flts that I operated XXX on jan/xa/04 and jan/xb/04. My dispatcher informed me that the plane had a speed restr of 280 KTS. The dispatcher also told me that the speed restr was due to a vibration that occurred at 290 KTS. Dispatch had consulted with emj program manager and he set the 280 KT speed restr. I flew the aircraft under the prescribed deferral entry and the prescribed speed restr as per the release. At no time was the aircraft flown at a speed in excess of 280 KTS and no vibration was felt.
