Narrative:

Near midair collision. While on approach to runway 16R, IMC with moderate rain, commuter aircraft cleared for a visual approach to runway 16L. He was instructed to maintain visual separation from us and to maintain 170 KTS. These are close runways, ie, no parallel approachs. We got 2 TA's. At about 1000 ft we got an RA to climb. I looked out my left window, and the commuter aircraft was on my wingtip. I saw him through the rain and IMC. ATC asked him his speed, and he said 190 KTS. We responded to RA and went around. It was very close. This incident was caused by other aircraft not maintaining proper speed, visual clearance, and trying to be VFR in IMC.

THESE ARE CLOSE RWYS, IE, NO PARALLEL APCHS. WE GOT 2 TA'S. AT ABOUT 1000 FT WE GOT AN RA TO CLB. I LOOKED OUT MY L WINDOW, AND THE COMMUTER ACFT WAS ON MY WINGTIP. I SAW HIM THROUGH THE RAIN AND IMC. ATC ASKED HIM HIS SPD, AND HE SAID 190 KTS. WE RESPONDED TO RA AND WENT AROUND. IT WAS VERY CLOSE. THIS INCIDENT WAS CAUSED BY OTHER ACFT NOT MAINTAINING PROPER SPD, VISUAL CLRNC, AND TRYING TO BE VFR IN IMC.
