Narrative:
Requested my filed IFR clearance from potomac approach (filed flight plan with leesburg, va FSS) after departing annapolis lee airport (uncontrolled field). Potomac approach informed me 'unable IFR pickup' and directed me to call on landline after arrival at destination, due to confusion over squawk.

Narrative: REQUESTED MY FILED IFR CLRNC FROM POTOMAC APCH (FILED FLT PLAN WITH LEESBURG, VA FSS) AFTER DEPARTING ANNAPOLIS LEE ARPT (UNCTLED FIELD). POTOMAC APCH INFORMED ME 'UNABLE IFR PICKUP' AND DIRECTED ME TO CALL ON LANDLINE AFTER ARR AT DEST, DUE TO CONFUSION OVER SQUAWK.
