Narrative:
PIC checked ASOS for field conditions, started engine, taxied to run-up for runway 33. Winds variable and light, visibility over 10 mi, ceiling clear below 12000 ft MSL. At run-up, PIC noted no adverse conditions, leaned engine for density altitude. Engine seemed to generate acceptable power. PIC positioned aircraft at end of runway 33, and engaged full throttle for takeoff. Takeoff roll proceeded without incident, and aircraft rotated at approximately 65 mph. Aircraft proceeded in climb to approximately 50 ft AGL, when engine suddenly and inexplicably reduced power generation while PIC had throttle in full power position. PIC observed airspeed decreasing below 60 mph, lowered nose to maintain flying speed and commenced landing procedure. PIC maneuvered aircraft to initial contact with land at end of runway 33, then continued on run-out area beyond end of runway 33 on loose dirt, softened by recent rain. Aircraft decelerated for approximately 150 yards. PIC turned aircraft to left to avoid steep drop-off of terrain. After turn completed, aircraft stopped in nose down position after nose gear broke off. PIC opened canopy. Passenger departed aircraft while PIC shut off master switch and turned gas position to off, then PIC departed aircraft. No injuries sustained by PIC or any passenger. Damage to aircraft: bent propeller (2 blade), nosewheel broken off, fork broken, spinner deformed, nose bowl damaged, lower cowling damaged, minor wrinkle in left wing at leading edge and on lower edge of wing, approximately 24 inches inboard from tip tank. No damage to tip tanks, and no fluids leaked from aircraft. No structural damage observed. Preventive measures to reduce risk of incident in future: aircraft damage incurred as consequence of aircraft departing paved runway. PIC should generate aircraft performance charts for this aircraft and calculate compensation factors for density altitude and weight loads. PIC should calculate maximum acceptable takeoff distances to determine when to abort any takeoff within distance to remain on runway surface. PIC must assume every takeoff may require an abort and prepare to abort immediately without delay on every takeoff procedure. PIC must identify cause of power loss on takeoff and perform all necessary corrections.
