Narrative:
Approach cleared me to cross over airport and to land at ZZZ on long straight-in with no other traffic. Could not bring up runway lights. As recent unicom had been on a different frequency, I tried both frequencys. Delay to set up and no lights took too much attention, and I had not lowered the gear (alarm did not go off). Maneuvered to center on the runway. Gear up, made approach fast (telling me something) and by the time I realized gear was up, it was too late, so I landed. I then discovered in my credit cards was my new medical and by mistake my old medical in plastic, which I thought was my license. Airport manager said photo cell prevents lights on until dark. At dusk, the lights do not work at all. Errors: don't try landing at dusk if you can't see the runway. I hesitated doing a missed approach. I could have landed at ZZZ1. Gear now down horn did not work.

Title: C210 PLT IS DISTR BY INOP RWY LIGHTS AND LANDS GEAR UP.
Narrative: APCH CLRED ME TO CROSS OVER ARPT AND TO LAND AT ZZZ ON LONG STRAIGHT-IN WITH NO OTHER TFC. COULD NOT BRING UP RWY LIGHTS. AS RECENT UNICOM HAD BEEN ON A DIFFERENT FREQ, I TRIED BOTH FREQS. DELAY TO SET UP AND NO LIGHTS TOOK TOO MUCH ATTN, AND I HAD NOT LOWERED THE GEAR (ALARM DID NOT GO OFF). MANEUVERED TO CTR ON THE RWY. GEAR UP, MADE APCH FAST (TELLING ME SOMETHING) AND BY THE TIME I REALIZED GEAR WAS UP, IT WAS TOO LATE, SO I LANDED.
