Narrative:
ZDV cleared us for descent. I believe I read back to descend to 3000 ft, but I am not sure. In any case, my first officer, who was PF, set 3000 ft and I confirmed it per company SOP. We started our descent to 3000 ft. After a couple of mins into the descent, my first officer questioned me on how we were descending to 3000 ft MSL and the field elevation at fsd is only 3200 ft. We stopped our descent at approximately 9500 ft to 10000 ft, and I questioned ZDV on our descent altitude. They replied, 'you were cleared to 13000 ft.' then ZDV reclred us to maintain 9000 ft. We continued then to 9000 ft. The problem was caused probably by misunderstanding the altitude cleared to (13000 ft versus 3000 ft). Might have not heard the number one in front of 13000 ft, so I heard what sounded like 3000 ft. Controller did not catch incorrect readback. Also contributing was first officer, new and in training with me doing IOE.

Title: DSCNT PLANNED BY A BA46 FLT CREW TO WITHIN 1200 FT ABOVE TERRAIN WHILE NEAR 100 MI E OF THEIR DEST ARPT OF FSD, SD.
Narrative: ZDV CLRED US FOR DSCNT. I BELIEVE I READ BACK TO DSND TO 3000 FT, BUT I AM NOT SURE. IN ANY CASE, MY FO, WHO WAS PF, SET 3000 FT AND I CONFIRMED IT PER COMPANY SOP. WE STARTED OUR DSCNT TO 3000 FT. AFTER A COUPLE OF MINS INTO THE DSCNT, MY FO QUESTIONED ME ON HOW WE WERE DSNDING TO 3000 FT MSL AND THE FIELD ELEVATION AT FSD IS ONLY 3200 FT. WE STOPPED OUR DSCNT AT APPROX 9500 FT TO 10000 FT, AND I QUESTIONED ZDV ON OUR DSCNT ALT. THEY REPLIED, 'YOU WERE CLRED TO 13000 FT.' THEN ZDV RECLRED US TO MAINTAIN 9000 FT.
