Narrative:
As I taxied the aircraft for a maintenance check from non-movement area at the airport, I heard and felt a vibration coming from the right engine that had just been repaired. I instinctively shut down the engine and returned to the maintenance facility. After I completed the engine and aircraft shutdown and secure procedures per checklist, I exited the aircraft and noticed the propeller from the right engine had been damaged. I had taxied by an obstruction before entering the taxiway and clipped the right propeller. This was going to be an engine full power static run-up in the run-up area of runway 26L as I expressed that to the mechanic and not a purpose of flight, but a maintenance engine power static performance run in the run-up area. The obstruction that was struck by the propeller appears to be about 2-3 ft high and round about 2 ft possibly an elevated taxi light.

Title: AN AERO COMMANDER AC90 ON TAXI OUT FROM HANGAR RAMP THE R PROP STRUCK AN ELEVATED STRUCTURE 36 INCHES HIGH AND 24 INCHES AROUND AND MAY HAVE BEEN A TXWY LIGHT.
Narrative: AS I TAXIED THE ACFT FOR A MAINT CHK FROM NON-MOVEMENT AREA AT THE ARPT, I HEARD AND FELT A VIBRATION COMING FROM THE R ENG THAT HAD JUST BEEN REPAIRED. I INSTINCTIVELY SHUT DOWN THE ENG AND RETURNED TO THE MAINT FACILITY. AFTER I COMPLETED THE ENG AND ACFT SHUTDOWN AND SECURE PROCS PER CHKLIST, I EXITED THE ACFT AND NOTICED THE PROP FROM THE R ENG HAD BEEN DAMAGED. I HAD TAXIED BY AN OBSTRUCTION BEFORE ENTERING THE TXWY AND CLIPPED THE R PROP. THIS WAS GOING TO BE AN ENG FULL PWR STATIC RUN-UP IN THE RUN-UP AREA OF RWY 26L AS I EXPRESSED THAT TO THE MECH AND NOT A PURPOSE OF FLT, BUT A MAINT ENG PWR STATIC PERFORMANCE RUN IN THE RUN-UP AREA. THE OBSTRUCTION THAT WAS STRUCK BY THE PROP APPEARS TO BE ABOUT 2-3 FT HIGH AND ROUND ABOUT 2 FT POSSIBLY AN ELEVATED TAXI LIGHT.
