Narrative:
Had just taken off, and was climbing out of dfw when we noticed, (on battery direct bus) charger and xfer relay circuit breaker was out. The battery charger light or battery discharging checklist was referenced. Battery was discharging, volts were good. Returned to dfw, and landed with smooth touchdown and minimal brakes at 135000 pounds ok (5000 pounds overweight), on runway 35C (11388 ft). Maintenance changed a faulted battery, charger and xfer relay. Am just filing this report, as I am just hearing there may be some debate as to whether we should have declared an emergency or not with the overweight landing. Supplemental information from acn 614481: battery amps were 0. QRH refers to case were battery is discharging, since this was not the situation I reviewed the procedure. Did not have any other abnormal indications. Battery charger light not on and charger circuit breaker on ground service bus in.
