Narrative:

On a flight to osu: strong headwind was expected, so I topped off fuel tanks. During the flight, I noted the fuel gauges going down faster than expected. As the plane, approximately 10 yrs ago, had a leak in the inside control valve, I noted to have it looked at. I also thought I smelled fuel when changing tanks. As I arrived in columbus control area, approach cleared me down to 3000 ft. I went to switch tank one last time before landing and saw the fuel gauge go to empty. I searched for some place to land immediately and to notify approach of my emergency. As I went to transmit to approach, my radios went off line. I immediately set the transponder to 7600 for lost communication. I proceeded into osu airport. I was given a green light signal from the tower to land. I crossed the midpoint of the airport, turned downwind, made a steep turn and landed on runway 27R. Columbus approach had advised me before the loss of radios that osu was landing runways 27L/27R. Upon landing, I tried to clear the active runway immediately by turning onto runway 14, taxied to taxiway C and proceeded toward the FBO bldg. I saw a blinking red light, which I understood to mean clear the active area. As I approached runway 27L, I continued to see the red blinking light from the tower. I checked runway 27L for activity, saw a plane holding for takeoff, and proceeded to cross the runway and park at the west ramp FBO. As requested, I called the tower and told I was being written for entering controled airspace without permission and various taxi violations.

Title: PA28 PLT SUSPECTED A FUEL LEAK. WHEN APCHING OSU HE HAD RADIO PROBS. HE SQUAWKED 7600 AND WAS GIVEN LIGHT SIGNALS FOR LNDG. AFTER HE CLRED THE RWY HE WAS THEN GIVEN FLASHING RED. THE PLT IGNORED THE LIGHT SIGNAL AND HAD RWY INCURSION ON 2 SEPARATE RWYS.

I PROCEEDED INTO OSU ARPT. I WAS GIVEN A GREEN LIGHT SIGNAL FROM THE TWR TO LAND. I CROSSED THE MIDPOINT OF THE ARPT, TURNED DOWNWIND, MADE A STEEP TURN AND LANDED ON RWY 27R. COLUMBUS APCH HAD ADVISED ME BEFORE THE LOSS OF RADIOS THAT OSU WAS LNDG RWYS 27L/27R. UPON LNDG, I TRIED TO CLR THE ACTIVE RWY IMMEDIATELY BY TURNING ONTO RWY 14, TAXIED TO TXWY C AND PROCEEDED TOWARD THE FBO BLDG. I SAW A BLINKING RED LIGHT, WHICH I UNDERSTOOD TO MEAN CLR THE ACTIVE AREA. AS I APCHED RWY 27L, I CONTINUED TO SEE THE RED BLINKING LIGHT FROM THE TWR. I CHKED RWY 27L FOR ACTIVITY, SAW A PLANE HOLDING FOR TKOF, AND PROCEEDED TO CROSS THE RWY AND PARK AT THE W RAMP FBO. AS REQUESTED, I CALLED THE TWR AND TOLD I WAS BEING WRITTEN FOR ENTERING CTLED AIRSPACE WITHOUT PERMISSION AND VARIOUS TAXI VIOLATIONS.
