Narrative:
In the process of taxiing from parking, loss of brakes and ability to use differential braking to help in turning. Without ability of turning as short as possible, the aircraft I was taxiing came in contact with a parked aircraft -- right wingtip with right vertical tail fin.

Title: AN SD3-30 PLT LOST THE ABILITY TO BRAKE WHILE TAXIING RESULTING IN THE ACFT COMING IN CONTACT WITH ANOTHER SD3-30.
