Narrative:
I was notified that an amt had accomplished an rii inspection, and that he was not qualified to accomplish rii. I reviewed his training records and determined that he had completed inspection training course X and inspection training course Y as required to be rii qualified. There is also a requirement to submit a 'qai' form. This action is the administrative step required to place the individual on the rii list, and is signed by quality assurance management. I approved the decision not to ground the aircraft and reaccomplish the rii inspection, due to, 1) the person had completed all required training and 2) I do not think that he would do anything different, even if he had completed the administrative paperwork requirement.

Title: AN MD80 WAS DISPATCHED IN NON COMPLIANCE WITH A REQUIRED INSPECTION ITEM SIGNED OFF BY A TECHNICIAN NOT LISTED ON THE REQUIRED INSPECTION ITEM LIST.
