Narrative:

During preflight, first officer's jackbox dead, would not transmit or receive. Found circuit breaker U-33 popped, would not reset. Called contract maintenance per maintenance control. He decided circuit breaker was bad, replaced with pack fan circuit breaker. First officer jackbox worked, MEL'ed pack fan. All work and signoffs under direction of maintenance. Upon arrival at dtw, mechanic checked logbook and expressed misgivings about work done. May/wed/04, I received phone call from flight operations to review facts. He said FAA inquiring about procedure.
