Narrative:
On a cross country training flight we (student and CFI) were on flight following when we received the order to change frequencys from ZOA to norcal approach. After switching frequencys we called norcal at least 5 times without getting a response. The controller was moderately occupied and contacted several IFR flts in the area with TA's. During our last attempt to contact norcal approach we inadvertently entered class B airspace. Suddenly the controller had time to yell and make rasp comments addressing us to get out of the class B airspace. We descended and received a vector to leave the airspace. Obviously the controller ignored our request for flight following where as he handled other IFR advisory traffic with no problem. I don't know why he ignored our calls and could handle others. The workload could not be that great to ignore just us and no others.

Title: CFI AND STUDENT PLT INADVERTENTLY ENTER SFO CLASS B AIRSPACE WHEN NCT CTLR DELAYS RESPONSE TO THEIR COMS REQUESTING FLT FOLLOWING. DUE TO OTHER TFC PRIORITIES.
Narrative: ON A XCOUNTRY TRAINING FLT WE (STUDENT AND CFI) WERE ON FLT FOLLOWING WHEN WE RECEIVED THE ORDER TO CHANGE FREQS FROM ZOA TO NORCAL APCH. AFTER SWITCHING FREQS WE CALLED NORCAL AT LEAST 5 TIMES WITHOUT GETTING A RESPONSE. THE CTLR WAS MODERATELY OCCUPIED AND CONTACTED SEVERAL IFR FLTS IN THE AREA WITH TA'S. DURING OUR LAST ATTEMPT TO CONTACT NORCAL APCH WE INADVERTENTLY ENTERED CLASS B AIRSPACE. SUDDENLY THE CTLR HAD TIME TO YELL AND MAKE RASP COMMENTS ADDRESSING US TO GET OUT OF THE CLASS B AIRSPACE.
