Narrative:

Descended via dylin arrival for landing runway 22R at ewr. Cleared to descend to altitudes below 10000 ft with 'no' speed assignment. Slowed to usual initial approach speeds (210 KTS/180 KTS) during turns from downwind to base to final. Repeatedly reprimanded, on a very busy frequency, by ny approach for slowing. One quote from the controller was that 'the (aircraft) throttles belong to him,' in his airspace. This kind of irresponsible behavior is inexcusable in a busy terminal environment. If he had something he wanted to say to me, I would have been happy to call him on the land line. He tied up a busy TRACON frequency by repeatedly berating us for a circumstance he himself caused.

Narrative: DSNDED VIA DYLIN ARR FOR LNDG RWY 22R AT EWR. CLRED TO DSND TO ALTS BELOW 10000 FT WITH 'NO' SPD ASSIGNMENT. SLOWED TO USUAL INITIAL APCH SPDS (210 KTS/180 KTS) DURING TURNS FROM DOWNWIND TO BASE TO FINAL. REPEATEDLY REPRIMANDED, ON A VERY BUSY FREQ, BY NY APCH FOR SLOWING. ONE QUOTE FROM THE CTLR WAS THAT 'THE (ACFT) THROTTLES BELONG TO HIM,' IN HIS AIRSPACE. THIS KIND OF IRRESPONSIBLE BEHAVIOR IS INEXCUSABLE IN A BUSY TERMINAL ENVIRONMENT. IF HE HAD SOMETHING HE WANTED TO SAY TO ME, I WOULD HAVE BEEN HAPPY TO CALL HIM ON THE LAND LINE. HE TIED UP A BUSY TRACON FREQ BY REPEATEDLY BERATING US FOR A CIRCUMSTANCE HE HIMSELF CAUSED.
