Narrative:
Aircraft came in this night with fuel dripping from drain just forward of spar. 3 days prior, same problem with this aircraft. On that day, we removed valve assembly and replaced packings on the fuel tubes and adapters that seal the wiggin fittings. So on may/thu/04, I removed valve assembly and replaced all associated parts. The 2 o-rings that seal the adapters to the valve were not installed. The ipc did not show an o-ring there, but listed one which said (supplied with valve), so I thought the white seal around the valve was the part it was talking about. In the maintenance manual, it says to lube and install, which I thought was already done when it comes out of parts. I then installed and no problems since then. I realized I missed the o-rings when I was tasked to do the same job on another aircraft tonight, may/sun/04. I contacted maintenance supervisor to inform maintenance control of problem.

Title: DH8-200 WAS DISPATCHED IN NON COMPLIANCE WITH A WING TANK DRAIN VALVE INCORRECTLY ASSEMBLED AND INSTALLED.
Narrative: ACFT CAME IN THIS NIGHT WITH FUEL DRIPPING FROM DRAIN JUST FORWARD OF SPAR. 3 DAYS PRIOR, SAME PROB WITH THIS ACFT.
