Narrative:
I was returning from a local flight. I had just departed the airport about 20 mins before and the runway in use was left hand traffic. I called four miles out and then again at one mile. I called traffic again to announce that I was on a crosswind over the numbers of runway and turning downwind for runway. My altitude was approximately 1000 ft AGL. The aircraft I was flying was an experimental aerobatic aircraft which has no flaps and a tail wheel. I announced turning left base and noticed two aircraft holding off the departure end of runway, a cessna 172 and an experimental. As I started to turn from base to final, I heard the cessna announce that he was going to 'position and hold.' this confused me a little since this is an uncontrolled field and normally position and hold instructions come from a tower. I wasn't sure if he meant he was going to hold for me since I was already turning final, so I asked him if he was going to hold or take off. I observed that he never did hold but immediately started his takeoff roll. By this time, I was on short final, so I added power and turned away from the runway and accelerated to just past mid field and executed a climbing left turn back to downwind. The pilot of the cessna said, 'sorry' on the radio. I continued downwind and noticed that the experimental was still in the run-up area of the end of runway. I announced that I was turning left base and made close traffic so as not to hold up the experimental. I announced that I was turning final and started my turn when the experimental started to accelerate from the run-up area to the departure end of runway. As I was announcing final, I heard the experimental declare that he was departing. As he was not yet on the runway, I asked him if he could hold short of the runway. He refused and turned onto the runway. By now I was on a very short final and he disappeared under my nose. Again, I added power and since I could not see the experimental and knowing that they are very fast, turbocharged airplanes, I did not want to continue down the runway for fear he might climb into me. Forcing your way onto the runway in front of a landing aircraft is not only rude, but dangerous. Had the pilot of the experimental been able to wait three minutes, we would both have had a better flying experience.

Title: EXPERIMENTAL DR107 PLT ON SHORT FINAL AT S07, OR, HAS NMAC WITH AN EXPERIMENTAL THAT REFUSED TO REMAIN CLR OF THE RWY AND TOOK OFF FORCING THE DR107 TO GAR.
Narrative: I WAS RETURNING FROM A LOCAL FLT. I HAD JUST DEPARTED THE ARPT ABOUT 20 MINS BEFORE AND THE RWY IN USE WAS L HAND TFC. I CALLED FOUR MILES OUT AND THEN AGAIN AT ONE MILE. I CALLED TFC AGAIN TO ANNOUNCE THAT I WAS ON A CROSSWIND OVER THE NUMBERS OF RWY AND TURNING DOWNWIND FOR RWY. MY ALT WAS APPROX 1000 FT AGL. THE ACFT I WAS FLYING WAS AN EXPERIMENTAL AEROBATIC ACFT WHICH HAS NO FLAPS AND A TAIL WHEEL. I ANNOUNCED TURNING L BASE AND NOTICED TWO ACFT HOLDING OFF THE DEP END OF RWY, A CESSNA 172 AND AN EXPERIMENTAL. I OBSERVED THAT HE NEVER DID HOLD BUT IMMEDIATELY STARTED HIS TKOF ROLL. BY THIS TIME, I WAS ON SHORT FINAL, SO I ADDED POWER AND TURNED AWAY FROM THE RWY AND ACCELERATED TO JUST PAST MID FIELD AND EXECUTED A CLBING L TURN BACK TO DOWNWIND. THE PLT OF THE CESSNA SAID, 'SORRY' ON THE RADIO. I CONTINUED DOWNWIND AND NOTICED THAT THE EXPERIMENTAL WAS STILL IN THE RUN-UP AREA OF THE END OF RWY. I ANNOUNCED THAT I WAS TURNING L BASE AND MADE CLOSE TFC SO AS NOT TO HOLD UP THE EXPERIMENTAL. I ANNOUNCED THAT I WAS TURNING FINAL AND STARTED MY TURN WHEN THE EXPERIMENTAL STARTED TO ACCELERATE FROM THE RUN-UP AREA TO THE DEP END OF RWY. AS I WAS ANNOUNCING FINAL, I HEARD THE EXPERIMENTAL DECLARE THAT HE WAS DEPARTING. AS HE WAS NOT YET ON THE RWY, I ASKED HIM IF HE COULD HOLD SHORT OF THE RWY. HE REFUSED AND TURNED ONTO THE RWY. BY NOW I WAS ON A VERY SHORT FINAL AND HE DISAPPEARED UNDER MY NOSE. AGAIN, I ADDED POWER AND SINCE I COULD NOT SEE THE EXPERIMENTAL AND KNOWING THAT THEY ARE VERY FAST, TURBOCHARGED AIRPLANES, I DID NOT WANT TO CONTINUE DOWN THE RWY FOR FEAR HE MIGHT CLB INTO ME. FORCING YOUR WAY ONTO THE RWY IN FRONT OF A LNDG ACFT IS NOT ONLY RUDE, BUT DANGEROUS. HAD THE PLT OF THE EXPERIMENTAL BEEN ABLE TO WAIT THREE MINUTES, WE WOULD BOTH HAVE HAD A BETTER FLYING EXPERIENCE.
