Narrative:
Following an IMC VOR-a approach into 7d2, troy, mi, during breakout of IMC at approach minimums at 1400 ft MSL, 1 mi from approach end of runway 9, we proceeded to enter left downwind for runway 9. Upon entering downwind, another king air 200 reported left downwind at same altitude. He was not on an IFR flight plan, or in contact with detroit approach. We elected to circle departure end of runway 9 until his position was certain. Had king air been on an IFR flight plan, this could have all been avoided. 7d2, troy, mi, was in IMC at the time of this occurrence. As a result, neither detroit approach nor we were aware of his position or existence until the last min. He needed to be on an IFR flight plan when he entered IMC conditions.

Title: FOLLOWING AN IMC APCH TO A CIRCLE TO LAND, BE20 PLT IS SURPRISED BY THE EXISTENCE OF ANOTHER ACFT IN THE AIRSPACE NOT ON AN IFR FLT PLAN.
Narrative: FOLLOWING AN IMC VOR-A APCH INTO 7D2, TROY, MI, DURING BREAKOUT OF IMC AT APCH MINIMUMS AT 1400 FT MSL, 1 MI FROM APCH END OF RWY 9, WE PROCEEDED TO ENTER L DOWNWIND FOR RWY 9. UPON ENTERING DOWNWIND, ANOTHER KING AIR 200 RPTED L DOWNWIND AT SAME ALT. HE WAS NOT ON AN IFR FLT PLAN, OR IN CONTACT WITH DETROIT APCH. WE ELECTED TO CIRCLE DEP END OF RWY 9 UNTIL HIS POS WAS CERTAIN. HAD KING AIR BEEN ON AN IFR FLT PLAN, THIS COULD HAVE ALL BEEN AVOIDED. 7D2, TROY, MI, WAS IN IMC AT THE TIME OF THIS OCCURRENCE. AS A RESULT, NEITHER DETROIT APCH NOR WE WERE AWARE OF HIS POS OR EXISTENCE UNTIL THE LAST MIN. HE NEEDED TO BE ON AN IFR FLT PLAN WHEN HE ENTERED IMC CONDITIONS.
