Narrative:
While departing teb, nj, runway 24, we were cleared to use the teb 5 departure (eliot transition). After initial departure we experienced difficulty with our radio (poor quality xmissions and receptions). While trying to troubleshoot a radio problem and flying through some turbulence, I missed my assigned altitude. After realizing the deviation, I immediately returned to my altitude. Shortly thereafter, I did not hear the vector that was given to us. ATC questioned us later regarding our heading and altitude. During departure I was concentrating on complying with a noise abatement procedure when my attention was diverted to our radio difficulties, along with flying through some turbulence. Contributing factors: I feel intimidated when flying in ny airspace, I am a relatively low time jet captain with limited experience, I do not routinely fly in and out of this airspace, and I became overwhelmed very quickly during this incident. I need to develop better crew coordination skills. Supplemental information from acn 618372: after departure teb, nj, runway 5, teb 5 departure transition to eliot intersection, after takeoff climb, we received an altitude assignment which I didn't convey clearly to the captain. A communication problem with my transmitter receiver had my attention diverted to the communication problem rather than assisting the pilot with altitude restr. The departure calls for a right turn, then a climb, which we had briefed prior to departure. The controller changed our altitude restriction to 1500 ft MSL with a turn to 290 degrees at the same time we were slightly below 1500 ft MSL. The pilot's not receiving an altitude restr from me caused the deviation. Contributing factors: change of altitude given by ATC when we had briefed for the altitudes and heading prior to departure. I later changed to another transmitter and problems resolved. My poor communication to pilot flying while dealing with a communication problem. Poor crew coordination on my part in communicating an altitude assignment. I need to develop a more positive delivery of communication with ATC, which will improve my crew coordination skills.
