Narrative:

I climbed the beechjet from FL350 to FL390. Airspeed of beechjet was 100 mph slower and appeared that aircraft would pass safely behind the B737 at FL370. I subsequently turned the beechjet 50 degrees to the right. The B737 at FL370 was switched to the next sector. While not actually a contributory factor, the next sector attempted to turn the B737, but was unable to establish radio contact during 3 xmissions. This is a common problem for both our sectors. It is reported to maintenance, but is never solved.

Title: OPERROR OCCURRED WHEN ZME ARTCC RADAR CTLR ISSUED CLB CLRNC TO A BE40 TO FL390 WITH TFC AT FL370.

Narrative: I CLBED THE BEECHJET FROM FL350 TO FL390. AIRSPD OF BEECHJET WAS 100 MPH SLOWER AND APPEARED THAT ACFT WOULD PASS SAFELY BEHIND THE B737 AT FL370. I SUBSEQUENTLY TURNED THE BEECHJET 50 DEGS TO THE R. THE B737 AT FL370 WAS SWITCHED TO THE NEXT SECTOR. WHILE NOT ACTUALLY A CONTRIBUTORY FACTOR, THE NEXT SECTOR ATTEMPTED TO TURN THE B737, BUT WAS UNABLE TO ESTABLISH RADIO CONTACT DURING 3 XMISSIONS. THIS IS A COMMON PROB FOR BOTH OUR SECTORS. IT IS RPTED TO MAINT, BUT IS NEVER SOLVED.
