Narrative:

While working local control at ont ATCT, I observed a primary target squawking 1200 at 2300 ft, 6 mi east of ont airport, northbound. Aircraft X has checked onto frequency. I issued traffic to aircraft X who said he had the aircraft on TCASII. At fonta intersection, aircraft X said he had the aircraft in sight off his nose and lower. Aircraft X was observed turning south to avoid traffic then turning back to the final approach course. The VFR aircraft passed between the edge of ont's class C airspace and the OM (fonta), at GS altitude. This is unsafe, but perfectly legal way the airspace is currently set up. Ont's airspace needs to be changed before a major accident occurs.

Title: ONT LCL CTLR EXPRESSED CONCERN REGARDING ONT CLASS C AIRSPACE CONFIGN AND TFC CONFLICT BTWN B737 AND C172 IN THE VICINITY OF FONTA INTXN.

Narrative: WHILE WORKING LCL CTL AT ONT ATCT, I OBSERVED A PRIMARY TARGET SQUAWKING 1200 AT 2300 FT, 6 MI E OF ONT ARPT, NBOUND. ACFT X HAS CHKED ONTO FREQ. I ISSUED TFC TO ACFT X WHO SAID HE HAD THE ACFT ON TCASII. AT FONTA INTXN, ACFT X SAID HE HAD THE ACFT IN SIGHT OFF HIS NOSE AND LOWER. ACFT X WAS OBSERVED TURNING S TO AVOID TFC THEN TURNING BACK TO THE FINAL APCH COURSE. THE VFR ACFT PASSED BTWN THE EDGE OF ONT'S CLASS C AIRSPACE AND THE OM (FONTA), AT GS ALT. THIS IS UNSAFE, BUT PERFECTLY LEGAL WAY THE AIRSPACE IS CURRENTLY SET UP. ONT'S AIRSPACE NEEDS TO BE CHANGED BEFORE A MAJOR ACCIDENT OCCURS.
