Narrative:
On landing rollout runway 18 at bet, local controller said 'hold short of runway 11 (unintelligible), continue to the end.' it was unclr if instruction was 'hold short, then...' or 'hold short.' I continued across runway 11 while aircraft was on close-in base. No comment was made by controller, but I was concerned that I didn't comply with a misunderstood instruction. Unclr communications at this facility are a recurring problem. This particular controller habitually mumbles in a bored monotone which is extremely difficult to understand. It seems that safety could be improved by increased oversight and training in communications techniques like the so-called 'tape talks' at federal ATC facilities.

Title: AFTER LNDG AND DURING ROLLOUT AT BET ARPT, A DC6 PLT WAS UNABLE TO UNDERSTAND CTLR'S INSTRUCTIONS.
Narrative: ON LNDG ROLLOUT RWY 18 AT BET, LCL CTLR SAID 'HOLD SHORT OF RWY 11 (UNINTELLIGIBLE), CONTINUE TO THE END.' IT WAS UNCLR IF INSTRUCTION WAS 'HOLD SHORT, THEN...' OR 'HOLD SHORT.' I CONTINUED ACROSS RWY 11 WHILE ACFT WAS ON CLOSE-IN BASE. NO COMMENT WAS MADE BY CTLR, BUT I WAS CONCERNED THAT I DIDN'T COMPLY WITH A MISUNDERSTOOD INSTRUCTION. UNCLR COMS AT THIS FACILITY ARE A RECURRING PROB. THIS PARTICULAR CTLR HABITUALLY MUMBLES IN A BORED MONOTONE WHICH IS EXTREMELY DIFFICULT TO UNDERSTAND. IT SEEMS THAT SAFETY COULD BE IMPROVED BY INCREASED OVERSIGHT AND TRAINING IN COMS TECHNIQUES LIKE THE SO-CALLED 'TAPE TALKS' AT FEDERAL ATC FACILITIES.
