Narrative:
Our B767-200 had a previous maintenance problem, during which the aircraft landed at jfk with flaps 26 degree for landing and the 'trailing edge flap disagree' light on, just prior to our flight, which was later that same day. On civet 4 arrival, I think between bremr and arnes, when first officer called for flaps 1 degree, we got EICAS message 'trailing edge flap disagree' message. First officer flying. 2 page checklist. Found it disjointed/non flowing/and in the end it did not work. Great CRM, I had the first officer do the list again while I flew and did the radios. Same thing, the checklist did not get the flaps out even to 1 degree, much less the 20 degrees that we were trying to get. Coordination with ATC/dispatch/maintenance/crew/flight attendants, etc. Maybe no flap landing at ont. Noticed slight power and pitch change so thought maybe flap indication problem. Had purser check for visible flap movement -- none. Tried incremental alternate trailing edge flap deployment and it worked. So, with great CRM, we worked flaps down to 20 degrees and did an uneventful landing on lax runway 25L. Had declared an emergency with ATC and confirmed twice with them that we may not be able to retract flaps after landing, (ie, no security problem). Thanks to all at lax, dispatch, ATC, crash crew, great first officer!
