Narrative:
On approach to las flying the tyssn arrival, we were cleared after kaddy 250 KTS/12000 ft direct to prino, cross at 8000 ft. Shortly after leaving kaddy and departing 12000 ft, first officer announced 'there is a cessna.' I looked and directly in front of us moving right to left in a southerly direction at approximately 11500 ft was a C172. I estimated the range at 1/2 mi with rapid closure rate at a perpendicular angle. He was not on TCASII and there was no TA or RA. As a collision appeared eminent, I immediately initiated a climb and passed directly overhead the aircraft at approximately 200-500 ft. The first officer observed the pilots below us as they looked up. I queried approach control if they were working this aircraft and they said no, but were now picking up an intermittent primary target. After landing, I phoned TRACON and spoke with controller who said they were trying to track the aircraft.

Narrative: ON APCH TO LAS FLYING THE TYSSN ARR, WE WERE CLRED AFTER KADDY 250 KTS/12000 FT DIRECT TO PRINO, CROSS AT 8000 FT. SHORTLY AFTER LEAVING KADDY AND DEPARTING 12000 FT, FO ANNOUNCED 'THERE IS A CESSNA.' I LOOKED AND DIRECTLY IN FRONT OF US MOVING R TO L IN A SOUTHERLY DIRECTION AT APPROX 11500 FT WAS A C172. I ESTIMATED THE RANGE AT 1/2 MI WITH RAPID CLOSURE RATE AT A PERPENDICULAR ANGLE. HE WAS NOT ON TCASII AND THERE WAS NO TA OR RA. AS A COLLISION APPEARED EMINENT, I IMMEDIATELY INITIATED A CLB AND PASSED DIRECTLY OVERHEAD THE ACFT AT APPROX 200-500 FT. THE FO OBSERVED THE PLTS BELOW US AS THEY LOOKED UP. I QUERIED APCH CTL IF THEY WERE WORKING THIS ACFT AND THEY SAID NO, BUT WERE NOW PICKING UP AN INTERMITTENT PRIMARY TARGET. AFTER LNDG, I PHONED TRACON AND SPOKE WITH CTLR WHO SAID THEY WERE TRYING TO TRACK THE ACFT.
