Narrative:
Flight attendant #3 came to me during boarding and said a passenger in an exit row would not acknowledge her about the exit briefing. I went back and he said move someone else next to him to do it. I explained he had to also accept the responsibility and asked if he knew how to open it. He said, 'train me.' he mentioned before he sits there all the time and no one asked him how! I explained procedure and he still could not repeat it. I was not comfortable with his ability and asked the agent to move him. He then refused saying his knee was bad and he needed the room. The captain had to go back to ask him to move, casing a slight delay. Supplemental information from acn 621144: I was briefing exit rows. Passenger in exit row would not acknowledge me. He refused to answer. I told him he had to answer. He told me he didn't want to think about it and that I should train him. He then told me to seat a person next to him so that person could operate the exit. I told him he would have to move from the exit row. He refused. I then went for the purser because she gets the 'big bucks' to deal with these sits. After 2 other flight attendants and the relief pilot and the agent talked to him, he finally changed rows.
