Narrative:
While on new york approach control at 6000 ft, we were given a heading of 110 degrees. The controller came back after we were on the 110 degree heading and told us to turn right to a heading of 250 degrees and climb and maintain 9000 ft. During the turn, he came back on and said to maintain 7000 ft for traffic. We leveled at 7000 ft. The controller came back and gave us the traffic and asked if we had him. I said no, that we were looking. We got a TA and an RA and the traffic was shown at 500 ft above us and about 2.5 mi away. The TCASII told us to 'monitor vertical speed' and had us stay at 7000 ft. We maintained 7000 ft until instructed to climb by the controller. We did not deviate from any controller instructions or clrncs.
