Air carrier X was issued 'air carrier X reduce speed to two-five-zero.' pilot read back 'out of three-one-oh for two-five-oh.' perhaps if the pilot would have said 'flight level,' I would have caught the error.

Title: INCORRECT PHRASEOLOGY USED BY A ZID ARTCC RADAR CTLR CAUSES A B767 PLT TO DSND INSTEAD OF REDUCING SPD RESULTING IN AN OPERROR.
Narrative: ACR X WAS ISSUED 'ACR X REDUCE SPD TO TWO-FIVE-ZERO.' PLT READ BACK 'OUT OF THREE-ONE-OH FOR TWO-FIVE-OH.' PERHAPS IF THE PLT WOULD HAVE SAID 'FLT LEVEL,' I WOULD HAVE CAUGHT THE ERROR.
