Narrative:
Go around and TCASII RA. We were doing the ILS runway 22R visual to runway 22R. Switched to ord tower prior to the OM and was cleared to land on runway 22R when an aircraft Z flight who had landed on runway 22R reported a bird strike on rollout and said there might be debris on the runway. Aircraft Z crew said it was a small bird. Ord tower came back and told us he could not let us land because of the debris on the runway. Ord tower issued a go around to track localizer and climb to 4000 ft. We were approximately 1800-2000 ft when this occurred and gear down and flaps 25 degrees and 170 KIAS. As we started the go around, we got a TCASII RA from a helicopter about 500 ft below us tracking left to right across the runway 22R final, both the first officer and I picked the traffic up visually during the go around. Ord tower did not call the traffic. We were able to maintain separation and visual during the TCASII RA until we received a clear of conflict. I believe ord tower was too busy with the runway problem to call the helicopter traffic. We continued the go around and returned to land runway 27R.
Original NASA ASRS Text
Title: POTENTIAL CONFLICT BTWN AN APCHING DC9 ON THE RWY 22R ILS AND A XING HELI AT 600 FT AGL, 4 NM NE OF ORD.
Narrative: GAR AND TCASII RA. WE WERE DOING THE ILS RWY 22R VISUAL TO RWY 22R. SWITCHED TO ORD TWR PRIOR TO THE OM AND WAS CLRED TO LAND ON RWY 22R WHEN AN ACFT Z FLT WHO HAD LANDED ON RWY 22R RPTED A BIRD STRIKE ON ROLLOUT AND SAID THERE MIGHT BE DEBRIS ON THE RWY. ACFT Z CREW SAID IT WAS A SMALL BIRD. ORD TWR CAME BACK AND TOLD US HE COULD NOT LET US LAND BECAUSE OF THE DEBRIS ON THE RWY. ORD TWR ISSUED A GAR TO TRACK LOC AND CLB TO 4000 FT. WE WERE APPROX 1800-2000 FT WHEN THIS OCCURRED AND GEAR DOWN AND FLAPS 25 DEGS AND 170 KIAS. AS WE STARTED THE GAR, WE GOT A TCASII RA FROM A HELI ABOUT 500 FT BELOW US TRACKING L TO R ACROSS THE RWY 22R FINAL, BOTH THE FO AND I PICKED THE TFC UP VISUALLY DURING THE GAR. ORD TWR DID NOT CALL THE TFC. WE WERE ABLE TO MAINTAIN SEPARATION AND VISUAL DURING THE TCASII RA UNTIL WE RECEIVED A CLR OF CONFLICT. I BELIEVE ORD TWR WAS TOO BUSY WITH THE RWY PROB TO CALL THE HELI TFC. WE CONTINUED THE GAR AND RETURNED TO LAND RWY 27R.
