Narrative:
At cle, the airport pages show a non movement area boundary. Also, it shows directions for who and when to call for pushback. At the gate, we parked inside the non movement area and north of the area, which speaks of contacting ground for pushback. Therefore, we pushed back and then contacted ground. Ground was obviously mad at our push, and not calling them first. I stated it appeared to be a non movement area and we apologized. He still was upset. The remainder of the taxi and flight were uneventful. Worried about a violation, I contacted the local tower upon arrival. At that time, no deviation was filed by the tower. However, after talking to the ground controller on the phone, the X gate area is actually supposed to call due to the proximity of gate Y. Next time at cle, I will call ground control for all pushbacks. I recommend a change to the company commercial pages to reflect this. Contributing factors were the airport diagram pages and a previous statement from clearance delivery, 'contact me after push for off line.' I misinterped this to mean, push at your discretion, then call me.

Title: AN ERJ FLT CREW PUSHED BACK FROM GATE WITHOUT A CLRNC AT CLE, OH.
Narrative: AT CLE, THE ARPT PAGES SHOW A NON MOVEMENT AREA BOUNDARY. ALSO, IT SHOWS DIRECTIONS FOR WHO AND WHEN TO CALL FOR PUSHBACK. AT THE GATE, WE PARKED INSIDE THE NON MOVEMENT AREA AND N OF THE AREA, WHICH SPEAKS OF CONTACTING GND FOR PUSHBACK. THEREFORE, WE PUSHED BACK AND THEN CONTACTED GND. GND WAS OBVIOUSLY MAD AT OUR PUSH, AND NOT CALLING THEM FIRST. I STATED IT APPEARED TO BE A NON MOVEMENT AREA AND WE APOLOGIZED. HE STILL WAS UPSET. THE REMAINDER OF THE TAXI AND FLT WERE UNEVENTFUL. WORRIED ABOUT A VIOLATION, I CONTACTED THE LCL TWR UPON ARR. AT THAT TIME, NO DEV WAS FILED BY THE TWR. HOWEVER, AFTER TALKING TO THE GND CTLR ON THE PHONE, THE X GATE AREA IS ACTUALLY SUPPOSED TO CALL DUE TO THE PROX OF GATE Y. NEXT TIME AT CLE, I WILL CALL GND CTL FOR ALL PUSHBACKS. I RECOMMEND A CHANGE TO THE COMPANY COMMERCIAL PAGES TO REFLECT THIS.
