Narrative:

I was flying from my base jwn to N99, a trip I have made numerous times, on an IFR plan. For some reason, ATC insisted that I make a big detour east around the washington area today. This caused me to run low on fuel and need a fuel stop. With flight watch, I found the only near airport with good WX was bay bridge (W29). I landed, refueled, and got their IFR brief and filed IFR with nashville FSS. I didn't recall hearing anything about a special squawk, on the ground. I tried to call approach numerous times with no response (this is how I routinely get clearance at jwn). Local WX was clear VMC. I departed heading east, directly away from washington, and well beneath the 3500 ft class B airspace. I immediately made radio contact in the air. I was squawking '1200.' dangerous maneuvers followed after ZDC idented me and insisted that I climb into storm cells while making tight turns, first in one direction, followed by the other. These orders appeared to be only for the purpose of causing spatial disorientation in the pilot. In general, I do a thorough job researching new destination airports. I never planned to be within 100 mi of this airport and had to land there due to ATC actions. When I tried to depart after refueling, I was beset by 'terroristic' air traffic controllers.

Title: ENRTE NASHVILLE TO PHILADELPHIA, PLT OF C177 BECOMES FRUSTRATED WHEN PCT REROUTE RESULTS IN A FUEL STOP AT W29 WITHIN THE DC ADIZ. UNFAMILIARITY WITH PROCS RESULTS IN ADIZ VIOLATION ON DEP.

THIS CAUSED ME TO RUN LOW ON FUEL AND NEED A FUEL STOP. WITH FLT WATCH, I FOUND THE ONLY NEAR ARPT WITH GOOD WX WAS BAY BRIDGE (W29). I LANDED, REFUELED, AND GOT THEIR IFR BRIEF AND FILED IFR WITH NASHVILLE FSS. I DIDN'T RECALL HEARING ANYTHING ABOUT A SPECIAL SQUAWK, ON THE GND. I DEPARTED HDG E, DIRECTLY AWAY FROM WASHINGTON, AND WELL BENEATH THE 3500 FT CLASS B AIRSPACE. I IMMEDIATELY MADE RADIO CONTACT IN THE AIR. I WAS SQUAWKING '1200.' DANGEROUS MANEUVERS FOLLOWED AFTER ZDC IDENTED ME AND INSISTED THAT I CLB INTO STORM CELLS WHILE MAKING TIGHT TURNS, FIRST IN ONE DIRECTION, FOLLOWED BY THE OTHER. THESE ORDERS APPEARED TO BE ONLY FOR THE PURPOSE OF CAUSING SPATIAL DISORIENTATION IN THE PLT. IN GENERAL, I DO A THOROUGH JOB RESEARCHING NEW DEST ARPTS. I NEVER PLANNED TO BE WITHIN 100 MI OF THIS ARPT AND HAD TO LAND THERE DUE TO ATC ACTIONS. WHEN I TRIED TO DEPART AFTER REFUELING, I WAS BESET BY 'TERRORISTIC' AIR TFC CTLRS.
