Narrative:

Aircraft X had a problem with the left high-stage bleed air modulating valve in ZZZ1 and the problem was placarded in accordance with MEL 36-08. No big deal, right? Well, actually, it became sort of a big deal for me the next day in ZZZZ. The captain did not ensure that all requirements of the MEL and mpm (maintenance procedure manual) were complied with, and the aircraft flew 2 subsequent legs to ZZZ then ZZZZ, before I picked it up to fly back to ZZZ. MEL 36-08 gives us the permission to placard the valve, fly with it in the closed position, and further states that action must be completed according to mpm 36-8. Mpm 36-8 tells the mechanic how to open the cowl, wrench the valve closed, then, 'make an entry in the maintenance log stating that this was accomplished.' guess what? You're right, it wasn't in the book. I called dispatch and maintenance control and they said to go ahead and call contract maintenance out in ZZZZ to check and see if it was done correctly and not written in the log, or possibly not even done at all. This action cost us time and money, and fostered ill will from our passenger. Turns out it was done, the valve was manually wrenched close, but we didn't know until the cowl had been opened. The ZZZZ mechanic wrote in the book that we needed to check completion of the valve closing, he signed it off, and we left about 25 mins late. With the slop in our scheduled block time, we were able to make 'a+14' in ZZZ, but this is the second time in the last month that I have had to call maintenance to verify completion of an mpm procedure that was not properly logged in the book. I'm not specifically blaming ZZZZ1 for this, because the last incident like this I had was a domestic station, but it's obvious that the captain of that ZZZ1 and ZZZ flight (specifically), and all of us (more generally), might want to be more involved and proactive in the proper completion of our logbooks.

Title: A B737-800 WAS DISPATCHED IN NON COMPLIANCE WITH THE L ENG HIGH STAGE BLEED AIR MODULATION VALVE INOP PER THE MEL. ACCOMPLISHMENT OF SPECIAL PROCS NOT ENTERED IN LOGBOOK.

Narrative: ACFT X HAD A PROB WITH THE L HIGH-STAGE BLEED AIR MODULATING VALVE IN ZZZ1 AND THE PROB WAS PLACARDED IN ACCORDANCE WITH MEL 36-08. NO BIG DEAL, RIGHT? WELL, ACTUALLY, IT BECAME SORT OF A BIG DEAL FOR ME THE NEXT DAY IN ZZZZ. THE CAPT DID NOT ENSURE THAT ALL REQUIREMENTS OF THE MEL AND MPM (MAINT PROC MANUAL) WERE COMPLIED WITH, AND THE ACFT FLEW 2 SUBSEQUENT LEGS TO ZZZ THEN ZZZZ, BEFORE I PICKED IT UP TO FLY BACK TO ZZZ. MEL 36-08 GIVES US THE PERMISSION TO PLACARD THE VALVE, FLY WITH IT IN THE CLOSED POS, AND FURTHER STATES THAT ACTION MUST BE COMPLETED ACCORDING TO MPM 36-8. MPM 36-8 TELLS THE MECH HOW TO OPEN THE COWL, WRENCH THE VALVE CLOSED, THEN, 'MAKE AN ENTRY IN THE MAINT LOG STATING THAT THIS WAS ACCOMPLISHED.' GUESS WHAT? YOU'RE RIGHT, IT WASN'T IN THE BOOK. I CALLED DISPATCH AND MAINT CTL AND THEY SAID TO GO AHEAD AND CALL CONTRACT MAINT OUT IN ZZZZ TO CHK AND SEE IF IT WAS DONE CORRECTLY AND NOT WRITTEN IN THE LOG, OR POSSIBLY NOT EVEN DONE AT ALL. THIS ACTION COST US TIME AND MONEY, AND FOSTERED ILL WILL FROM OUR PAX. TURNS OUT IT WAS DONE, THE VALVE WAS MANUALLY WRENCHED CLOSE, BUT WE DIDN'T KNOW UNTIL THE COWL HAD BEEN OPENED. THE ZZZZ MECH WROTE IN THE BOOK THAT WE NEEDED TO CHK COMPLETION OF THE VALVE CLOSING, HE SIGNED IT OFF, AND WE LEFT ABOUT 25 MINS LATE. WITH THE SLOP IN OUR SCHEDULED BLOCK TIME, WE WERE ABLE TO MAKE 'A+14' IN ZZZ, BUT THIS IS THE SECOND TIME IN THE LAST MONTH THAT I HAVE HAD TO CALL MAINT TO VERIFY COMPLETION OF AN MPM PROC THAT WAS NOT PROPERLY LOGGED IN THE BOOK. I'M NOT SPECIFICALLY BLAMING ZZZZ1 FOR THIS, BECAUSE THE LAST INCIDENT LIKE THIS I HAD WAS A DOMESTIC STATION, BUT IT'S OBVIOUS THAT THE CAPT OF THAT ZZZ1 AND ZZZ FLT (SPECIFICALLY), AND ALL OF US (MORE GENERALLY), MIGHT WANT TO BE MORE INVOLVED AND PROACTIVE IN THE PROPER COMPLETION OF OUR LOGBOOKS.
