Narrative:
I was working buf tower, local control. Ground control position was combined as is customary at this hour due to light traffic. I taxied the LR35 into position and hold on runway 5 after an arrival had landed past the entry point to the approach end of the runway. A crj regional jet checked in for the landing clearance on a 4 mi final which was provided. The LR35 was still on the approach end of the runway. The crj landed over the LR35 past the displaced threshold runway 5. The approach end of runway 5 is approximately 1 mi from the tower, terminal lights, and the terminal's angle parallel to the runway can increase complexity reference visibility. Yet in this situation controller error occupied the greater percentage. Supplemental information from acn 625903: aircraft Y was given a clearance to land immediately after aircraft X was given a position and hold clearance. Unchallenged by both crews. Neither aircraft was given acknowledgement of the other's positioning relative to each other. In retrospect any conflicting clearance issued to other aircraft that conflicts with my clearance should be challenged if heard.

Title: OPERROR OCCURS AT BUF WHEN COMBINED ATCT CTLR CLRS LJ35 INTO POS AND HOLD ON RWY 5 AND SHORTLY THEREAFTER CLRS A CARJ TO LAND OVER THEM. NIGHTTIME AND 'SEA OF LIGHTS' CONDITION AT THE RWY END, DISTANT FROM THE TWR, FACILITATED THE ADMITTED ERROR BY THE RPTR.
Narrative: I WAS WORKING BUF TWR, LCL CTL. GND CTL POS WAS COMBINED AS IS CUSTOMARY AT THIS HR DUE TO LIGHT TFC. I TAXIED THE LR35 INTO POS AND HOLD ON RWY 5 AFTER AN ARR HAD LANDED PAST THE ENTRY POINT TO THE APCH END OF THE RWY. A CRJ REGIONAL JET CHKED IN FOR THE LNDG CLRNC ON A 4 MI FINAL WHICH WAS PROVIDED. THE LR35 WAS STILL ON THE APCH END OF THE RWY. THE CRJ LANDED OVER THE LR35 PAST THE DISPLACED THRESHOLD RWY 5. THE APCH END OF RWY 5 IS APPROX 1 MI FROM THE TWR, TERMINAL LIGHTS, AND THE TERMINAL'S ANGLE PARALLEL TO THE RWY CAN INCREASE COMPLEXITY REF VISIBILITY. YET IN THIS SIT CTLR ERROR OCCUPIED THE GREATER PERCENTAGE. SUPPLEMENTAL INFO FROM ACN 625903: ACFT Y WAS GIVEN A CLRNC TO LAND IMMEDIATELY AFTER ACFT X WAS GIVEN A POS AND HOLD CLRNC. UNCHALLENGED BY BOTH CREWS. NEITHER ACFT WAS GIVEN ACKNOWLEDGEMENT OF THE OTHER'S POSITIONING RELATIVE TO EACH OTHER. IN RETROSPECT ANY CONFLICTING CLRNC ISSUED TO OTHER ACFT THAT CONFLICTS WITH MY CLRNC SHOULD BE CHALLENGED IF HEARD.
