Narrative:

Pilot's clock went inoperative on aircraft so maintenance center issued MEL 31-02. Then maintenance center issued MEL 31-03 for fdr because MEL 31-02 states 'fdr to be considered inoperative.' maintenance center never did this before until a few months ago. When I asked maintenance center why, they said that this is how the FAA wants them to do it. I would expect the MEL to specifically state to issue the MEL for 31-03 instead of just saying 'consider fdr inoperative.' the same holds true for the GPWS system. When I asked maintenance center where this was in writing, they referenced me to the maintenance center planning manual.

Title: AN EMB145 CAPT'S CLOCK WAS INOP. DISPATCHER RPTS DIFFICULTY UNDERSTANDING WHY FLT DATA RECORDER MUST ALSO BE INOP.

Narrative: PLT'S CLOCK WENT INOP ON ACFT SO MAINT CTR ISSUED MEL 31-02. THEN MAINT CTR ISSUED MEL 31-03 FOR FDR BECAUSE MEL 31-02 STATES 'FDR TO BE CONSIDERED INOP.' MAINT CTR NEVER DID THIS BEFORE UNTIL A FEW MONTHS AGO. WHEN I ASKED MAINT CTR WHY, THEY SAID THAT THIS IS HOW THE FAA WANTS THEM TO DO IT. I WOULD EXPECT THE MEL TO SPECIFICALLY STATE TO ISSUE THE MEL FOR 31-03 INSTEAD OF JUST SAYING 'CONSIDER FDR INOP.' THE SAME HOLDS TRUE FOR THE GPWS SYS. WHEN I ASKED MAINT CTR WHERE THIS WAS IN WRITING, THEY REFED ME TO THE MAINT CTR PLANNING MANUAL.
