Narrative:
Acrs were using the shorter runway because the longer runway was closed for equipment to work off the south end of runway 36R, 500 ft. The active runway was runway 26. There was a storm developing to the west effecting the areas en route to phx and den. The acrs were needing to use runway 8 of the added weight of extra fuel needed for vectors around the storm. Why could not the airport displace the runway 36R and allow for more runway length?. Then to reopen the runway, which was NOTAM cancelled at XA00 local, it took the airport 40 mins, and no one was on the runway.
