Narrative:
On approach, PF (captain) was told to slow as much as practicable. He bugged back to approach speed. I was watching for aircraft on the parallel approach and checking in with tower. I looked down and saw that we had slowed to below reference (-20 KTS) without gear and final flaps. Captain was aggressively correcting. No far's violated that I can figure but we did get an airspeed low EICAS. Fatigue could have been a factor. Captain also had not flown zbaa before. Distrs include parallel traffic in smoggy air. Landed uneventfully. Supplemental information from acn 627830: we were at the end of a 12 hour flight. We were talking to approach and dealing with language difficulties. I, as the relief pilot, saw the PF turn off the autoplt and start hand flying. As the PNF was talking, I noted the PF adjust the airspeed to below reference for the given flap speed on the MCP despite the autoplt being off. I noted this and was going to alert the PF but got distraction when the PNF started having communication issues with approach.

Title: A B777 FLT CREW INADVERTENTLY SET THE WRONG SPD IN THE MCP AND ACFT GETS 20 KTS BELOW REF SPD WHILE ON AN APCH.
Narrative: ON APCH, PF (CAPT) WAS TOLD TO SLOW AS MUCH AS PRACTICABLE. HE BUGGED BACK TO APCH SPD. I WAS WATCHING FOR ACFT ON THE PARALLEL APCH AND CHKING IN WITH TWR. I LOOKED DOWN AND SAW THAT WE HAD SLOWED TO BELOW REF (-20 KTS) WITHOUT GEAR AND FINAL FLAPS. CAPT WAS AGGRESSIVELY CORRECTING. NO FAR'S VIOLATED THAT I CAN FIGURE BUT WE DID GET AN AIRSPD LOW EICAS.
