Narrative:
The jul/tue/04 change to fra arrival procedures now requires the left engine to be shutdown in order to enhance on-time arrival performance. This requirement is extremely unsafe and will result in a ramp person being sucked through the right engine. In fact, page 10.80.3 'normals, arrival ground operations' states: 'warning: ground personnel expect the right engine to be shutdown, or ready for immediate shutdown, upon arrival at the parking location.' I interviewed several company personnel at fra and found that the left engine shutdown decree resulted from a conference call between operations and the fra station manager. This decision was made without pilot or flight operations input. On-time performance is laudatory, but nothing should supersede safety. The change to the fra arrival procedures should be rescinded.

Title: A B777 CAPT IS CONCERNED THAT A RECENTLY CHANGED COMPANY POLICY TO SHUT DOWN THE L ENG WHILE TAXIING IN AT FRA IS CONTRADICTORY TO WHAT IS PUBLISHED IN THE MANUALS.
Narrative: THE JUL/TUE/04 CHANGE TO FRA ARR PROCS NOW REQUIRES THE L ENG TO BE SHUTDOWN IN ORDER TO ENHANCE ON-TIME ARR PERFORMANCE. THIS REQUIREMENT IS EXTREMELY UNSAFE AND WILL RESULT IN A RAMP PERSON BEING SUCKED THROUGH THE R ENG. IN FACT, PAGE 10.80.3 'NORMALS, ARR GND OPS' STATES: 'WARNING: GND PERSONNEL EXPECT THE R ENG TO BE SHUTDOWN, OR READY FOR IMMEDIATE SHUTDOWN, UPON ARR AT THE PARKING LOCATION.' I INTERVIEWED SEVERAL COMPANY PERSONNEL AT FRA AND FOUND THAT THE L ENG SHUTDOWN DECREE RESULTED FROM A CONFERENCE CALL BTWN OPS AND THE FRA STATION MGR. THIS DECISION WAS MADE WITHOUT PLT OR FLT OPS INPUT. ON-TIME PERFORMANCE IS LAUDATORY, BUT NOTHING SHOULD SUPERSEDE SAFETY. THE CHANGE TO THE FRA ARR PROCS SHOULD BE RESCINDED.
