Narrative:
Departing dts in VFR conditions, we contacted eglin approach to pick up an IFR flight plan to sgr. Upon contact, eglin approach informed us that we needed a clearance on the ground to depart dts from eglin clearance frequency, VFR or IFR. The controller also stated that there were '2 big, red signs' on the taxiway informing pilots of the procedures for departure. I, as captain, never saw these signs. In addition, there were no procedures listed on the airport diagram plate, commercial chart or listed in the NOTAMS. Several factors could have prevented this situation: hurricane ivan could have blown the signs down leaving nothing to inform pilots. If procedures were posted on the commercial chart or notamed, we would have been informed of the procedures and would have complied.

Title: C560 CREW DEPARTS DTS VFR AND UPON REQUESTING IFR CLRNC FROM VPS APCH ARE INFORMED THAT A CLRNC IS REQUIRED TO DEPART THE ARPT.
Narrative: DEPARTING DTS IN VFR CONDITIONS, WE CONTACTED EGLIN APCH TO PICK UP AN IFR FLT PLAN TO SGR. UPON CONTACT, EGLIN APCH INFORMED US THAT WE NEEDED A CLRNC ON THE GND TO DEPART DTS FROM EGLIN CLRNC FREQ, VFR OR IFR. THE CTLR ALSO STATED THAT THERE WERE '2 BIG, RED SIGNS' ON THE TXWY INFORMING PLTS OF THE PROCS FOR DEP. I, AS CAPT, NEVER SAW THESE SIGNS. IN ADDITION, THERE WERE NO PROCS LISTED ON THE ARPT DIAGRAM PLATE, COMMERCIAL CHART OR LISTED IN THE NOTAMS. SEVERAL FACTORS COULD HAVE PREVENTED THIS SIT: HURRICANE IVAN COULD HAVE BLOWN THE SIGNS DOWN LEAVING NOTHING TO INFORM PLTS. IF PROCS WERE POSTED ON THE COMMERCIAL CHART OR NOTAMED, WE WOULD HAVE BEEN INFORMED OF THE PROCS AND WOULD HAVE COMPLIED.
