Narrative:
After reading NOTAMS prior to departure, first officer and I decided on VOR, circle-to-land runway 30 in cys. We were set up and prepared for this when we received a 020 degree vector to join the ILS runway 26, circle runway 30. The ILS and GS were notamed OTS. We accepted the vector and since no mention was made of OTS GS, as is required by aim 5-4-6(D), we assumed no problems. But by the time we joined the localizer course, the 'GS' flag was still red. We queried cys approach who stated then 'GS OTS.' at this point we quickly switched our procedure at about the OM/horse. Further, inside the LOM, cys approach issued a strange clearance(?) to 'in case of miss, climb to 9000 ft, right direct cys VORTAC.' due to very poor radios at cys approach control, I understood 'air taxi, execute missed approach...' and started to add power. My first officer cleared up the mess and we landed without incident. Please fix the radios and get these guys to follow the aim!
