Narrative:
Approximately 1 hour after takeoff flight attendants informed pilots of a foreign man who had changed seats four times, taken photos of aircraft and had stayed in bathroom over 10 mins. Additionally he was with two other foreign men who had also moved numerous times in the cabin. I notified dispatch. Dispatch eventually brought in company safety, fbi, tsa, and norad. The fbi, I was informed, had interest in one of the men. Numerous discussions concerning diverting the flight were held with dispatch. These conversations were unsatisfactory and of no assistance to the PIC in helping make an informed decision as to the concern of the fbi, tsa, and norad who were identified as participants in dispatch's consultations. I do not feel that my questions were being addressed, or that there was any attempt by dispatch for two way communication. The name dropping of these significant agencies and the introduction of the subject of a diversion were left without sufficient explanation or context. I continued the flight to destination and was met by federal law enforcement and local flight management, both of whom were informative and helpful. Additionally, upon landing at jfk runway 31R we had been assigned gate xx. The first officer took VHF to consult ramp who advised a gate change with law enforcement at gate yy.

Title: FLT CREW OF B767-200 ARE ALERTED OF SUSPICIOUS BEHAVIOR BY SEVERAL FOREIGN PAX. SUBSEQUENT DISCUSSIONS WITH COMPANY AND LAW ENFORCEMENT OFFICER AGENCIES ARE DEEMED OF NO VALUE BY THE RPTR.
Narrative: APPROX 1 HR AFTER TKOF FLT ATTENDANTS INFORMED PLTS OF A FOREIGN MAN WHO HAD CHANGED SEATS FOUR TIMES, TAKEN PHOTOS OF ACFT AND HAD STAYED IN BATHROOM OVER 10 MINS. ADDITIONALLY HE WAS WITH TWO OTHER FOREIGN MEN WHO HAD ALSO MOVED NUMEROUS TIMES IN THE CABIN. I NOTIFIED DISPATCH. DISPATCH EVENTUALLY BROUGHT IN COMPANY SAFETY, FBI, TSA, AND NORAD. THE FBI, I WAS INFORMED, HAD INTEREST IN ONE OF THE MEN. NUMEROUS DISCUSSIONS CONCERNING DIVERTING THE FLT WERE HELD WITH DISPATCH.
