Narrative:
PA31 departed runway 35 at phl. Climbing to 4000 ft was issued a turn to the northeast. LR35 12 mi north of phl sebound issued a descent to 3000 ft from 6000 ft. The PA31 was issued immediate instructions to turn behind the LR35. The LR35 was at 4700 ft when the PA31 at 4000 ft descending and on a heading behind the LR35.

THE PA31 WAS ISSUED IMMEDIATE INSTRUCTIONS TO TURN BEHIND THE LR35. THE LR35 WAS AT 4700 FT WHEN THE PA31 AT 4000 FT DSNDING AND ON A HDG BEHIND THE LR35.
