Narrative:
Air carrier X was handed off to me from an adjacent sector and was told aircraft was NORDO. We then advised and handed aircraft off to sector 56 in ZNY. Air carrier X then called on my frequency. At this time he was 10 mi outside on my airspace. I told him to contact sector 56 in ZNY because he was in their airspace. Approximately 2 mins later air carrier X again checked on my frequency. He was now over sax VOR and 30 mi outside my airspace. I again instructed the aircraft to contact sector 56 in ZNY. He informed me that the controller repeatedly sent him back to me. We then called ZNY sector 56 on the landline to find out why this was occurring. He informed us 'we don't work jfk arrs over here, do whatever you want with him.' I then had to vector the aircraft 40 mi back into my airspace. To solve the situation, sector 56 in ZNY should have worked the aircraft because he was 30 mi inside his airspace.

Title: ZBW CTLR EXPRESSED FRUSTRATION WITH ADJACENT ZNY CTLR TECHNIQUE REGARDING VECTORING PROCS IN ANOTHER CTLR'S AIRSPACE.
Narrative: ACR X WAS HANDED OFF TO ME FROM AN ADJACENT SECTOR AND WAS TOLD ACFT WAS NORDO. WE THEN ADVISED AND HANDED ACFT OFF TO SECTOR 56 IN ZNY. ACR X THEN CALLED ON MY FREQ. AT THIS TIME HE WAS 10 MI OUTSIDE ON MY AIRSPACE. I TOLD HIM TO CONTACT SECTOR 56 IN ZNY BECAUSE HE WAS IN THEIR AIRSPACE. APPROX 2 MINS LATER ACR X AGAIN CHKED ON MY FREQ. HE WAS NOW OVER SAX VOR AND 30 MI OUTSIDE MY AIRSPACE. I AGAIN INSTRUCTED THE ACFT TO CONTACT SECTOR 56 IN ZNY. HE INFORMED ME THAT THE CTLR REPEATEDLY SENT HIM BACK TO ME. WE THEN CALLED ZNY SECTOR 56 ON THE LANDLINE TO FIND OUT WHY THIS WAS OCCURRING. HE INFORMED US 'WE DON'T WORK JFK ARRS OVER HERE, DO WHATEVER YOU WANT WITH HIM.' I THEN HAD TO VECTOR THE ACFT 40 MI BACK INTO MY AIRSPACE. TO SOLVE THE SIT, SECTOR 56 IN ZNY SHOULD HAVE WORKED THE ACFT BECAUSE HE WAS 30 MI INSIDE HIS AIRSPACE.
