Narrative:

I was departing ZZZ1 after receiving a briefing and filing an ADIZ flight plan with flight service. After fueling I hovered out to the taxiway and tried to contact potomac control on the 119.70 with no response. I could hear potomac but they did not hear my call. I saw a plane taxi to the far end of the airport on the northwest end and heard his call to potomac and their response, so I did a high hover to be kind to the small planes parked along the taxiway to the far end and tried again to call potomac. Once again there was no answer from potomac. I was just over building ht so I hovered a little higher. This time potomac answered but did not have my call sign, I hovered a little higher and made contact with potomac. At that potomac immediately handed me off to a different controller on 123.750. This controller gave me my ADIZ code and told me I was not to have lifted off without a code. They told me I was to have called them by phone. I told him the briefer had not said that or given me a phone number. The potomac controller then said I need to call the desk as soon as I cleared the ADIZ and gave me the number. On the flight out I called control to answer some questions. It always takes 2 or 3 tries before they would answer. After clearing the ADIZ I landed at the first place I could and called the number given, I gave the desk the information they asked for. The desk operator said I should fill out one of these forms so I would not forget some of the details because it will be 5 or 6 weeks before someone calls me. On returning to ZZZ2, I talked to maintenance people to see if there was something going on with the ship. The aircraft is new with less than 20 hours on it so I didn't think they would find anything, but the next day they found a bent pin that affected the radios.

Title: AN AS350 PENETRATED THE POTOMAC ADIZ BY PERFORMING A HOVERING TKOF IN ORDER TO GET RADIO CONTACT FOR A XPONDER CODE. BENT RADIO CONNECTOR PINS MAY HAVE BEEN A FACTOR IN POOR RADIO PERFORMANCE.

AFTER FUELING I HOVERED OUT TO THE TXWY AND TRIED TO CONTACT POTOMAC CTL ON THE 119.70 WITH NO RESPONSE. I COULD HEAR POTOMAC BUT THEY DID NOT HEAR MY CALL. I SAW A PLANE TAXI TO THE FAR END OF THE ARPT ON THE NW END AND HEARD HIS CALL TO POTOMAC AND THEIR RESPONSE, SO I DID A HIGH HOVER TO BE KIND TO THE SMALL PLANES PARKED ALONG THE TXWY TO THE FAR END AND TRIED AGAIN TO CALL POTOMAC. ONCE AGAIN THERE WAS NO ANSWER FROM POTOMAC. I WAS JUST OVER BUILDING HT SO I HOVERED A LITTLE HIGHER. THIS TIME POTOMAC ANSWERED BUT DID NOT HAVE MY CALL SIGN, I HOVERED A LITTLE HIGHER AND MADE CONTACT WITH POTOMAC. AT THAT POTOMAC IMMEDIATELY HANDED ME OFF TO A DIFFERENT CTLR ON 123.750. THIS CTLR GAVE ME MY ADIZ CODE AND TOLD ME I WAS NOT TO HAVE LIFTED OFF WITHOUT A CODE. THEY TOLD ME I WAS TO HAVE CALLED THEM BY PHONE. I TOLD HIM THE BRIEFER HAD NOT SAID THAT OR GIVEN ME A PHONE NUMBER. THE POTOMAC CTLR THEN SAID I NEED TO CALL THE DESK AS SOON AS I CLRED THE ADIZ AND GAVE ME THE NUMBER. ON THE FLT OUT I CALLED CTL TO ANSWER SOME QUESTIONS. IT ALWAYS TAKES 2 OR 3 TRIES BEFORE THEY WOULD ANSWER. AFTER CLRING THE ADIZ I LANDED AT THE FIRST PLACE I COULD AND CALLED THE NUMBER GIVEN, I GAVE THE DESK THE INFO THEY ASKED FOR. THE DESK OPERATOR SAID I SHOULD FILL OUT ONE OF THESE FORMS SO I WOULD NOT FORGET SOME OF THE DETAILS BECAUSE IT WILL BE 5 OR 6 WKS BEFORE SOMEONE CALLS ME. ON RETURNING TO ZZZ2, I TALKED TO MAINT PEOPLE TO SEE IF THERE WAS SOMETHING GOING ON WITH THE SHIP. THE ACFT IS NEW WITH LESS THAN 20 HRS ON IT SO I DIDN'T THINK THEY WOULD FIND ANYTHING, BUT THE NEXT DAY THEY FOUND A BENT PIN THAT AFFECTED THE RADIOS.
