Narrative:
I had requested to do aerial work approximately 1 mi west of azo. Tower instructed me to proceed direct my location at 2000 ft. I was at that time east of the airport at 2000 ft. I followed ATC direction over the airport. ATC reported traffic in the right downwind for runway 17. I reported traffic in sight. My traffic reported he had me in sight. ATC directed us both to maintain visual separation. My traffic was told to stay below 2000 ft. As I proceeded to my location, my traffic reported he was doing a left 360 degree turn for collision avoidance. ATC asked us both to report our altitudes. My traffic reported 1900 ft. ATC then began to explain how his directions were sufficient for us to stay safe and separated. My traffic re-entered the traffic pattern for runway 17. ATC directed me to circle west of runway 35 and south of runway 9. I circled for a few mins waiting for the confusion to settle. Before returning to ZZZ, I feel I should have been instructed to maintain a higher altitude until clear of the traffic in the pattern.

Title: A C172 PLT OVERFLYING AN ARPT APCHED AN ACFT IN THE PATTERN AFTER BOTH ACFT WERE GIVEN SPECIFIC INSTRUCTIONS.

MY TFC WAS TOLD TO STAY BELOW 2000 FT. AS I PROCEEDED TO MY LOCATION, MY TFC RPTED HE WAS DOING A L 360 DEG TURN FOR COLLISION AVOIDANCE. ATC ASKED US BOTH TO RPT OUR ALTS. MY TFC RPTED 1900 FT.
